Facility Supervision Digital System (AfyaSS)

AfyaSS (Afya Supervision System) is a centralized digital platform designed to streamline and strengthen the management of health facility supervision across mainland Tanzania. Developed under the government-led Data Use Partnership (DUP) initiative, AfyaSS enhances coordination, efficiency, and data use in supportive supervision processes at national, regional, and council levels.

The system consists of two key components: a web-based application that enables the planning and configuration of supervision visits based on Health Management Information System (HMIS) data and a mobile application used for data collection during field visits. AfyaSS supports the full supervision lifecycle—before, during, and after the supervision visit facilitating real-time data capture, structured assessments, and follow-up actions, while promoting timely use of data to improve service delivery.

AfyaSS development was completed in 2020 and officially launched in 2021 by the Minister of Health. Since then, it has been institutionalized and widely used at all administrative levels. The system leverages DHIS2 as its data repository, ensuring seamless integration with Tanzania’s national health information architecture. The web platform is built using Angular, while the mobile application is developed using Flutter, both of which are modern, open-source technologies with strong community support.

The development and implementation of AfyaSS have been supported by the Bill & Melinda Gates Foundation (BMGF), under the coordination of the Ministry of Health (MoH) and the President’s Office – Regional Administration and Local Government (PORALG), with PATH Tanzania serving as the key implementing partner.
